2026 Better Pathways for High-Risk Patients: Rethinking Crisis Intervention, Treatment Aims and Community Integration

This half day meeting will focus on opportunities for more integrated collaboration between community mental health stakeholders in the Capital Region and to better understand current research on best practices and other factors affecting admission to inpatient services, retention, discharge, and decision making for higher-risk patients in the emergency room.

1. • Differentiate the clinical capabilities and boundaries of the Emergency Department from community-based behavioral health crisis services when managing high-frequency, complex behavioral health patients.
2. • Apply the 2025 SAMHSA National Guidelines for Crisis Care (Someone to Contact, Someone to Respond, A Safe Place to Go) to evaluate regional system gaps and develop multi-agency community reintegration pathways.
3. • Identify evidence-based strategies (such as Housing First, Critical Time Intervention, and non-punitive staff/family safety protocols) to reduce unnecessary inpatient psychiatric admissions and ED recidivism for patients with co-occurring personality disorders, substance use, and social risk factors.
